“The authorities in most cities are reaching out to protest organizers and community leaders to pre-empt trouble. Departments in larger cities typically identify local agitators who might be expected to mar an otherwise peaceful demonstration.
One potential problem is the presence of outsiders bent on violence, a central point of the F.B.I.’s advisory. Oakland’s riots, like Ferguson’s violence, were fueled in part by self-described anarchists attracted to hot spots of unrest.”
